Sub: Revised concept note on Certificate of Origin of goods for EU’s Generalised scheme of Preference (GSP) with REX system – reg.
In continuation to Council’s mail dt.05.12.2016 on EU-GSP regarding certificate of origin, Council has received revised concept note on EU-GSP with reference to rules of origin from Ministry with the procedure for obtaining REX number, relevant website to download pre application form along with DGFT notification.
As informed earlier, 16 agencies have been identified to act as local administrator for registration (REG). The designated regional and branch offices of the local administrator for REG would be the agencies who would perform this task and called as local user for Registration. The local user would register the exporter and allot them REX number.
The O/o.DGFT would separately take out public notice wherein the list of all local administrator and local user would be provided.
A revised concept note on certificate of origin for EU’s GSP along with DGFT notice received from ministry are enclosed herewith for your information.
