Sub: Suggestion on schemes compatible with WTO Agreement on Subsidies and Countervailing Measures (ASCM) -reg.

Council has received communication from FIEO seeking comments/inputs on WTO Subsidies and Countervailing Measures. FIEO has been tasked with obtaining inputs from all EPCs/exporters and present a consolidated report to commerce ministry.

It has been informed that since the per capita GNP of India has crossed US$1000, the specific subsidies given to the export sector would not be permissible as per ASCM. Accordingly, Export Promotion schemes would be required to meet the discipline prescribed in the WTO agreement on Subsidies and Countervailing Measures.

In this regard, it requested to send your inputs/suggestions on schemes which is compatible with agreement on Subsidies and Countervailing Measures to reach the council on or before 28.11.2016. The details of ASCM can be downloaded from https://www.wto.org/english/tratop_e/scm_e/scm_e.htm.
